Getting approved for blogger is to difficult for India and China because Google has restriction for India and China. But i found a working trick to get free Adsense account for blogger and YouTube. Just follow these steps:
Make a New Gmail account.
Signup at YouTube from your new Gmail account.
After signup open http://www.youtube.com/account.Access the Monetization page in your Account Settings.

From the Adsense Association page, you will be directed to Adsense.
Select the option at the bottom of the page to choose the Google Account you wish to use.
Enter the password for your Google Account.
Confirm the association and provide your billing information before submitting.
You will then be redirected back to YouTube. (Note: Adsense may email you an update.)
If your account is not eligible for this Adsense association feature in your Account Settings:
If you have full access to the YouTube Content Management System, or who use Content ID, you may need to complete this process in CMS under AdSense Settings, or in the Content ID signup if you were recently approved for that feature.
